Position Description:
Inserso Corporation, a fast growing 250+ person small business, is looking for an enthusiastic Senior Proposal Manager to lead our Federal proposal organization.  This person will manage the full-life cycle of Federal proposal activities, from pre-RFP planning to final delivery, including compliance mapping, management and technical writing, resource coordination, collaboration, editing, production, and proposal management.  This individual will also evolve Inserso’s proposal management practices, manage resources across proposals, and collaborate with business development on upcoming pursuits.  Specific responsibilities include:

  • Lead technical, contracts, and pricing teams in creating winning proposals.  
  • Work collaboratively with senior executives, operations, and peers in other organizations supporting proposal process
  • Manage team of proposal coordinators, market research analysts, solution architects, and technical writers.  
  • Manage the entire proposal development process from pre-RFP through post-submission activities for multiple, concurrent multi-million dollar proposals
  • Ensure adherence to formal, industry-best practices for proposal development and production 
  • Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements, and determine final document structure 
  • Prepare detailed proposal plans, outlines, schedules, and compliance matrices
  • Lead storyboarding sessions and development of strategic win themes and discriminators 
  • Plan, lead and participate in all color reviews; ensure quality-based recovery of reviewers’ inputs and changes 
  • Meet all proposal deadlines
  • Maintain proposal/marketing knowledge base; capture lessons learned and implement improvements to the proposal process and content.

The ideal candidate will have:

  • BA/BS degree in a related field
  • 5 years of federal proposal management or coordination experience
  • Understanding of IT services and solutions
  • Strong organizational skills, verbal, written and inter-personal communication skill 
  • Exceptional attention to detail
  • Working knowledge of Federal procurement process and regulations
  • Excellent proficiency with MS Office Applications, specially Word and PowerPoint
  • US Citizen with ability to obtain a security clearance 

For the more senior person:

  • 5 years of experience project management experience, including personnel, schedule, and resource management
  • More years of actual management of proposals.  (But we are not looking for 30 years.  Sweet spot would be 10-15 for the senior)
  • The proposal experience should also be primarily in our specific domain – providing IT services for the federal government.  Ideally some DoD or DHS proposal experience.
