Hamid Moinamin, PMP
Chief Executive Officer and Founder
Mr. Moinamin founded Inserso in 1994 and under his direction, Inserso has consistently grown with outstanding customer, employee, and partner satisfaction. Mr. Moinamin has been responsible for operations oversight, business development, and customer relations. Under his leadership, Inserso has grown into a respected Federal government system integrator with over $400M of federal prime contract awards, 400 FTEs, and multiple contracting vehicles. Inserso's growth has been recognized eight times by INC 5000 and twice by Washington Technology Fast 50. Mr. Moinamin has also instituted a culture of high quality, leading to Inserso's ISO 9001:2015, ISO 20000-1:2018, and ISO 27001:2013 certifications and SEI CMMI-ML3 assessment.
Mr. Moinamin represents Inserso at local business and community events and has served on the Board of Directors for the Entrepreneurs Organization (EO) DC chapter, including the DC Chapter President. He is involved with the Industry Advisory Council (IAC) and has co-chaired the excellence.gov awards for two years. He is an active member of the Young President's Organization (YPO). He was recognized as 2006 Rising Star winner by Federal Computer Week (FCW), recognizing him as a young leader in government IT.
Mr. Moinamin holds a Bachelor of Science in Systems Engineering and a Master of Science in Management Information Systems from the University of Virginia.
Derrick Tam, PMP
Executive Vice President
Mr. Tam started his career with Inserso as a software and web developer in early 2000. His performance earned him a rapid promotion to Vice President of Operations, where he oversaw several of the company's earliest federal engagements. Since 2012, as Inserso's Executive Vice President, Mr. Tam has led Inserso's Program Management Office (PMO). The PMO is the organization responsible for providing consistent and outstanding contract performance to Inserso's government customers.
Mr. Tam manages many of Inserso's largest government programs, including contracts with the US Air Force Civil Engineer Center (AFCEC), Defense Health Agency Global Service Center (GSC), and Air Force Medical Operations Agency (AFMOA).
Mr. Tam's technical leadership and experience spans the full IT services lifecycle and includes software development, cybersecurity support, COTS implementation and customization, database administration, network operations, and service desk support.
Prior to joining Inserso, Mr. Tam was a software engineer for Lockheed Martin. There he worked on developing satellite command and control systems.
He holds a Bachelor of Science in Computer Science from the University of Virginia. Mr. Tam is a member of the Project Management Institute (PMI) and is PMP certified.
Greg Garcia, PMP
Chief Technology Officer / Chief Experience Officer
Greg Garcia is the Chief Technology Officer (CTO) and Chief Experience Officer (CXO) for the Inserso Corporation. He provides strategic insights and leadership to the Inserso team of customer-focused service delivery professionals, solution engineers and business leaders that deliver best in class information technology service operations, enterprise and cloud management, application rationalization/sustainment, and cyber security. Inserso serves the federal sector as both a Small Business and Full and Open Source on numerous Federal contracts.
Mr. Garcia joined Inserso after two years as the Federal Industry Executive Director for Oracle Public Sector Applications. Prior to Oracle, Mr. Garcia served 37 years of Federal Department of Defense service where he started his career as a GS-5 trainee and concluded his service as a Tier III Senior Executive Service (SES) leader. He served as US Army Acting Chief Information Officer (CIO), Deputy CIO, and Chief Data Officer. He also served as the Corps of Engineers CIO, and the Executive Director of the Information Technology Agency. Mr. Garcia also served as an SES in the US Air Force as the AF Material Command Deputy A2/5, and the Executive Director Standard Systems Group. He received numerous performance awards for achievement, including being selected as a Federal 100 Executive for Federal Leadership, a FedScoop 50 Federal Executive, and as the Hispanic IT Executive Council (HITEC) Top 100 for Most Influential and Notable Hispanic Professionals.
Mr. Garcia received a Master of Public Policy degree from Princeton University, a Master of Business Administration degree from the University of the Incarnate Word, and a Bachelor of Art in Communications degree from Texas Lutheran University. Greg enjoys time with family, the outdoors, and playing sports.
John Rita
Senior Vice President, Administration
Mr. Rita joined Inserso in July of 2019 as its Senior Vice President of Administration. He oversees Inserso's Accounting, Contracts, Human Resources, Information Technology, and Recruiting.
Mr. Rita has over 20 years of leadership and hands-on experience with multiple companies serving the Federal IT sector. His primary areas of experience include accounting, contracts, legal, human resources and mergers/acquisitions.
Mr. Rita earned a Bachelor of Science in Accounting from Penn State and a J.D. from Notre Dame.
Richard Tallman
Senior Vice President, Business Development
Mr. Tallman joined Inserso in August 2024, bringing several decades of growth leadership experience in the Aerospace and Defense sector to our company. In addition to transformational information technology services, Richard’s experience spans government services in aviation logistics, intelligence, surveillance and reconnaissance, and engineering and technical services with Northrop Grumman, CACI and other large integrators and service providers. Mr. Tallman leads Inserso’s business development and capture activities for successful execution of the company’s growth strategy.
Previously, Mr. Tallman was a professional staff investigator for the US Senate, where he specialized in congressional initiatives and oversight of DoD acquisition reform, environmental protection, consumer product safety, health care, and regulatory reform across federal agencies.
Richard earned his undergraduate degree in Political Science and Economics at Florida State University, and his MBA in Business Financial Management at George Washington University. He has completed advanced leadership and technical professional development training at UVA’s Darden School of Business, Wharton Business School, the University of Chicago, and Georgetown University.
Dave Thornton
Chief Financial Officer
Mr. Thornton joined Inserso in April 2024 as its Chief Financial Officer. His background includes over thirty years of experience in the areas of finance and corporate support in both Federal and commercial environments. At Inserso he manages the Accounting and Finance areas, while also supporting the company’s corporate operations.
Over the last fifteen years Mr. Thornton has served as the CFO for companies including Catapult Technology, LSi, and VMD Corp, where he participated in growth related strategies and M&A activities, along with oversight and management of financial and corporate functions. He has a demonstrated history in assisting companies transition from small to mid-tier status while improving their overall infrastructure.
Mr. Thornton holds a Bachelor of Science in Economics from the University of Missouri, and an MBA in Finance from Johns Hopkins University.
Rich Burkholder, PMP
Vice President, IT Solutions
Mr. Burkholder joined Inserso in December 2019 as its Vice President of IT Solutions. He works with Inserso's delivery teams and partners to build innovative solutions that produce outstanding results for our customers. Mr. Burkholder executes Inserso's Business Development initiatives, manages Inserso's contract vehicles, and leads the strategies to create Inserso's solutions and proposals.
He has over twenty years of experience supporting complex IT environments, to include responsibilities for sales strategy, solutioning, financial management, service delivery, and quality assurance. Mr. Burkholder has certifications in ITIL, Scrum, TBM, agile service management, and is PMP certified.
Mr. Burkholder holds a Bachelor of Science in Computer Science from the University of Virginia and a Master of Science in Information Systems from George Mason University.
Sam Kim, PMP
Vice President, Programs
Mr. Kim joined Inserso in October 2021 as Vice President, Programs. He is responsible for corporate initiatives and supporting processes within Inserso’ s program management, quality, and corporate IT departments. His duties include working with other corporate departments to meet quality, IT service, and security system requirements, program oversight, and implementing projects to meet changing business needs.
Mr. Kim has over 20 years of experience in IT enterprise solutions in both Federal and commercial sectors. He has served as a project/program manager, solutions director, business development lead, and senior Federal IT specialist. His certifications include Microsoft Certified Professional, Certified CMMI Associate, PMI's Project Management Professional (PMP), DoD DAWIA Acquisition Certified Professional, ISC2 Certified Information Systems Security Professional (CISSP), and ITIL v4 Foundation.
Mr. Kim holds a Master of Science in Management of IT from the University of Virginia's McIntire School of Commerce and a Bachelor of Arts in International Studies from the Johns Hopkins University in Baltimore, Maryland.
Herbert "Herb" Hunter Jr.
Vice President, IT Solutions
Mr. Hunter joined Inserso in 2023 as Vice President, IT Solutions. He is responsible for helping Inserso understand client needs, developing innovative solutions, and leading delivery efforts.
Mr. Hunter brings over 30 years of government and IT experience, 24 of which were spent as a DAWIA Level 3 Program Manager, Milestone Decision Authority and Division Chief for the Business and Enterprise Systems Directorate at Maxwell AFB-Gunter Annex. He most recently served as the Enterprise Logistics Readiness Portfolio Manager leading seven Product Lines, overseeing 23 Program Management Offices to operate, integrate, innovate and ensure information dominance capability was delivered to the warfighter.
Mr. Hunter is a retired USAF Officer with experience as an ICBM Missileer Crew Launch Officer, Standardization Evaluator and Undergraduate Missileer Training Instructor. Mr. Hunter holds an MBA from the University of Montana and is a graduate of Tuskegee University where he received a Bachelor of Science in Business Administration. He holds an ITIL 4 certification and is a Life Member of Omega Psi Phi Fraternity, Inc., Life Member of the Air Force Association and a member of the Armed Forces Communications and Electronics Association.
Cynthia Milstead
Director, Contracts
Ms. Milstead joined Inserso in July 2019 as its Director of Contracts. She is responsible for the overall management of our prime federal contracts/Task Orders, IDIQs/GWACs, and subcontracts. She supports Business Development functions and provides strategic guidance to executives in the areas of contracts, subcontracts, pricing and compliance with laws and regulations. She serves as the principal interface with government customers and partner companies regarding contractual matters.
Ms. Milstead has over 25 years of federal government contracting experience and is adept at navigating FAR, DFAR, GSAR and agency-specific procurement regulations. She has managed teams of contracting, subcontracting and pricing professionals and supported a range of activities to include the preparation of complex proposals, pricing reviews, negotiation of contracts and subcontracts, government audits, and contractual compliance reporting.
Ms. Milstead holds a Bachelor of Science degree from George Mason University and earned her Certified Professional Contract Manager (CPCM) designation in 2018 and her Certified Federal Contract Manager (CFCM) designation in 2019.
Jackie Nickol
Director, Human Resources
Ms. Nickol joined Inserso in March 2018 as its Director of Human Resources. She serves as a strategic business partner to senior management on staffing, performance management, legal compliance, employee relations, benefits, compensation, training and development, and the administration of company policies and programs. She also works with other departments, including Recruiting, Accounting, Contracts, Quality, and Programs/Service Delivery to ensure compliance with federal statutes and regulations.
She has over twenty-five years of human resources and leadership experience to include work with large global government contractors supporting a range of business areas with different customers and business models. She has effectively partnered, collaborated and acted as a trusted advisor to senior business leaders to develop and deliver human capital solutions for organizational success.
Ms. Nickol earned a Bachelor of Science in Business Administration from Strayer College and a Master of Arts in Human Resources Management from Marymount University.
Greg Bauer
Director, Recruiting
Mr. Bauer joined Inserso in March 2020 as its Director of Recruiting. He leads Inserso's Recruiting team to support our Federal customer contracts.
Mr. Bauer executes Inserso's Recruiting initiatives, supports Business Development solutions and proposals, and develops strategies to effectively streamline Inserso's Recruiting process.
His career spans over twenty-five years in corporate staffing and staffing agency environments across wireless, financial services, information technology, semiconductor, and aerospace sectors. He has a proven history of leading fast paced recruiting organizations with multiple high-volume initiatives that have generated measurable results.
Mr. Bauer holds a Bachelor of Arts in Organizational Communication from Arizona State University and a Master of Business Administration from the University of Phoenix.
Angela Caperelli
Director, Finance and Administration
Ms. Caperelli joined Inserso in November 2012. She is an accounting professional with over fifteen years of experience. As Director of Finance & Administration, she oversees the financial operations of the company and ensures all functions and procedures are operating smoothly and efficiently.
Prior to joining Inserso, Ms. Caperelli was an Accounting Manager of a private equity firm and was responsible for the management company’s daily accounting activities. She also worked for an accounting firm as a financial auditor.
Ms. Caperelli earned a Bachelor of Science in Accounting from Saint Francis University.
